Do not the Gods of the vital world indulge in their own powers, and with a view to reign on the earth? Are they not individualised?

Some are – but often the Forces play of themselves. I suppose by the Gods you mean the vital beings. But they are not Gods – they are Asuras, Rak-shasas or other undivine Powers.
