1933There is no difference between the terms “universal” and “cosmic” except that “universal” can be used in a freer way than “cosmic”. Universal may mean “of the universe”, cosmic in that general sense. But it may also mean “common to all”, e.g., “This is a universal weakness” – but you cannot say “This is a cosmic weakness.”
