viśvāyu, everywhere living; everywhere going

Often the word is the epithet of Agni, who dwells both in the worlds of Heaven and in the worlds of the Earth. Agni, Power and Will, an aspect of Consciousness, is everywere where Consciousness is, that is, in all worlds and in all that is in them.
