Truly, he is declared in Tree  by the bowing ones, {he} proclaiming in peoples the beautiful indrian {name} ; the delightful bull comes into being, when desired bull, Lord of plenitude , drives the stream1 through secure foundation .

1 The bowing seers proclaim Indra in their thought (an image of the tree or of the forest), and he in turn proclaims his name in them and “is born” in human consciousness, when he releases a confined stream of upper consciousness to flow over the upper level of the Earth (the secure base of the middle world).

Truly, by {his} strength he fulfils altogether the great battles, the Warrior, for men. Then {the one} even not having faith holds1 the strike, the lightning  for striking brilliant  Indra .

1 The meaning of the word is not quite understandable in translation because it reflects two facts – on the one hand, it is Indra who owns and uses the lightning, on the other hand, it is the seer who in his consciousness turns to activities of this lightning and has the experience of its illuminating flash and thus, as if were, “inputs” it into Indra’s hands.
